Cookie,Temp Internet Files & History in wrong folder

[Dr. Sysop]

I noticed my temp internet files, history & cookies folders in under
C:\Documents and Settings\user\Local Settings\Temp

they shoudnt be here they were never before.

i also see Temp Internet files folder in
C:\Documents and Settings\user\Local Settings

I also see Cookies folder in
C:\Documents and Settings\user

how do i fix this?

& why it make new folders when there is one already/
