How do I configure my computer so the kids can access the
shared files but only lets my wife and I use the DSL
connection without having to hide the telephone cord?

A ghetto way is to install NETBIOS on both computers and strip TCP/IP off
the kids computer, or make the kids computer a static IP Address and no DNS
address. (just kidding)

Some of the routers out there let you do this from the firewall. Do you
have one?

A good option is the use the content advisor. It will only let them go
where you want. Goto internet explorer, then properties, then content
advisor. Block all sites but for your virus updates and your windows
updates.
