Control Panel went missing

2 Observations:

(1)I used to be able to see Control Panel when I clicked Start.

(2) With the cursor on the Desktop, I did a right-click and tried to select
Properties. The following error message appeared: "This operation has been
cancelled due to restrictions in effect on this computer. Please contact your
system administrator."

What went wrong? Please advise...

2nd problem: Is your computer connected to a domain? If yes, then contact
your administrator. If no, then are you the administrator of the machine? if
yes, then login as a user with administrator rights and open up GPEDIT.MSC
and check the permission there.

For your 1st problem,
1. Right click on any part of the task bar > Properties > Start menu >
Customize > Advance.
2. Under Control Panel, make sure that Display a link is selected
click OK.

FYI, the "NoControlPanel" Policy causes both the symptoms described.
