Unable to access Control Panel

Recently had System crash but were able to do a recovery. Subsequntly have
been unable to access the internet or local network. In trying to get to the
control panel or add or remove programs, get the message:
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."
All attempts are under the superviser name of the PC. Any ideas?

Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer =
In the right pane/Window locate this "NoControlPanel" Edit if the Folder
Option is set to 1 set it to Zero.
[-]HKEY_LOCAL-MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer =
In the right pane/Window locate this "NoControlPanel" Edit if the Folder
Option is set to 1 set it to Zero.

Make sure this machine is clean from malware and viruses by scanning.

You may experiencing a profile corruption/damage, so try to create anew
profile and test to see if it is profile corruption or a repair/install of
the operating system.

BTW, any hardware installed recently like a scanner/printer..etc.

Some help. Did bring up the issue that the latest patched Installer 3.1
(2.0) was not installed, and had to be loaded before we could load the
Windows Defender. Defender did confirm what Norton 360 had found was that we
had a virus. Problem continues that we can't reach the local net or
internet. Windows Defender wasn't any additional help. Thank You

Excellent. This put us back in touch with the control panel and all it's
functions. Even got Norton 360 to work properly (such as it is) again. We
continue to be unable to reach either the local or general internet. We do
have a virus, and 360 says we will require it's updates or direct
intervention on the Virus in order to fix the now confirmed virus problem.
Profiles seem fine. No additional or updated hardware. All cables and
connections have been tested or switched but has no impact on internet
access. My next thought is to try a wireless connect to the hub, but if it
is heavy malware, 360 won't touch it, even with updates. Any other thoughts?

Nope, Wireless will not be of a help, try to download an offline scanner
from the links below, like Avast and from Bitdefender for the virus found by
NIS and Defender, also Avast have an option to perform a scan on Boot up, try
this.
What virus is this, is it the MBR one?, it sound like it to me!.
Also try to send your Hijacklog to one of many forums for analysis.
Go through these Cleaning steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

forums for analysis and troubleshooting:

Copy and paste the above commands in a Notepad then save it as:
Reg.bat on your Desktop.

unnecessary and install the reset.
