Control Panel Stops Responding

I click on Control Panel. It opens, but the hour glass
never goes away. I click to close, and I get "The program
has stopped responding" dialog box. This machine is less
than 2 weeks old. It has all the latest MS updates/packs,
is on a Linksys router with Norton Internet Security &
Anti Virus. Scan disk checks out OK and everything else
works fine. Help Please.
