Control panel not opening and other "weird" stuff

Microsoft Small Business Server 2000

I can not open the control panel.
No icons are showing on the desktop
Applications does not run when I try to start them from the desktop.
This is in normal mode.

If I start in safe mode everything works fine.

Any suggestions where to start looking?

Nothing strange in the event log.

Your situation looks similar to what I have been experiencing with Win2K Server. My control panel icons will not show when I go to control panel. I haven't tried safe mode. I am very suspicious that Explorer is corrupted. I want to reapply the IE6 service pak except I cannot because I cannot get to the control panel icon for Install/Remove Software. Catch 22 as they say
