Control Panel opens slowly

After booting up, when I open Control Panel (either from a Desktop icon or from Start > Settings > Control Panel) it can take 30 seconds to 1 minute to open. What's up? Thanks!
 
Does it happen in safe mode? Do other .cpl files open properly?
