Control Panel malfunciton after SP2

I cant get the control panel icons to run the *.cpl files, but if i navigate
to the .cpl files they function/run just fine. There are two of each on the
system one copy in c:\i386 and one in c:\windows\system32 [ eg 1 appwiz.cpl
in each of those locations]. Almost as if the icons in Control Panel are
disconnected from the *.cpl files. Any help / ideas greatly appreciated
