Outlook New Profile without opening mail icon from control panel.

Hello team,

I am trying to create a new profile without opening control panel. In
fact, I do not have privilidges to open the control panel. Even I do
not have privilidges to open any .cpl file from windows\system32
folder. Whenever I try to open any cpl file, it says "The operation
has been cancelled due to restrictions in effect

In this case you have to contact your administrator ¡X there is no other
way creating a profile.
