Control Panel Delay

Since being infected with the msblast.exe worm I've
followed all the advice and the problem is now sorted.
Now I notice whenever I click control panel, the window
appears as an outline and it takes about 10 seconds or so
for the icons to appear.
Is this in anyway connected or due to some other problem ?

Does the delay still exist if you let your machine sit for at least 2
minutes after logging in but before running control panel?
