control panel causes explorer to reboot

When accessing control panel from the start menu or from
Windows Explorer, Explorer will reboot (i.e., all of the
icons and taskbar disappear then reappear). I have no
way to get to the control panel and have found no
reference to this issue in the knowledge base. Thanks.

the bad news first.backup and reformat and reinstall blah
blah blah ,then tweak programs on reinstall.you won't see
this many places about this problem but it does exist and
is very painfull when it starts to slowly degrade to
constant crashing and refreshing the explorer .one way to
test is to make another admin account and it should crash
worse.user accounts don't crash as much.but you can not get
to the control panal.....

I've come across this problem and the only fix I've discovered is to bring
up Windows Explorer (not IE) and select Tools->Folder Options. In the page
that is displayed, make sure the "Use Windows Classic Folders" option is
selected under the "Tasks" section. I don't know why this fixed the
problem, but once I made this change, things started working again. Of
course, if this doesn't fix your problem, then I'm at a loss ... sorry.
