When the computer is to shut down, it restarts. The only way to shut it down
is to hold the button in for several seconds.

When the computer is to shut down, it restarts. The only way to shut it down
is to hold the button in for several seconds.
Right click on your desktop icon, "My Computer," then click
"Properties" then click the "Advanced" tab. Under "Startup and
Recovery," click "Settings" then under "System failure" uncheck the
box "Automatically restart." See if this has any effect on the
problem. If it doesn't help any, you may want to go back through this
process and re-check "Automatic restart." to restore the original
setting.

I have tried all of the suggested fixes. I have searched the Microsoft site
and found mostly the same issues and the proposed fixes.

At this moment, I'm stumped.

Have you checked your BIOS and verified 'start on LAN' and other starts is
disabled?
