Restart Fails

For some reason when my computer is told to restart, the system shuts down
but fails to turn off the computer. The Power and Hard Drive LED stays on.
I hold the power button for 4 seconds to shut down and then start it
manually.

It has no problem shutting down or starting up, just when you ask it to do a
restart. Anyone know how to fix this?

Sorry but your post is unclear. When restarting the computer isn't turned
off. So what is the issue?

Oops, sorry about that, it does not start up again.

I meant to say it gets stuck at the spot where normally the systen startup
normally would begin. When the system is told to restart, either after a
system update or manually, all the programs are shut down, the display goes
into standby mode and the computer sits there with all the fans going and
the power and hdd led on. It stays like that until I hold the power button
for 4 seconds to turn it off and manually start it up again.
