XP SP-3 Won't Shutdown

[Chicago HHH Fan]

I am not able to restart or shutdown my computer. The only way to do it is
to hold down the power button. I have ran check disk, I have scanned for
malware via my AVG, and I have defragmented. No error pop up, it just
basically ignores the Shut Down command.

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA or Geek Squad) computer repair shop.
