Is is okay to delete the subfolders in this folder, which
contains the Temporary Internet Files. Will the users
links saved in Favorites still work?

Yes, it's fine. That's just the cache of pages they visited. It's not
cookies or favorites.

Kim:

The favourites are stored in the user Profile under the directory 'favorites' so deleting
the files is OK, because the favourites won't be affected. However, I suggest deleting
just the files in each directory of the IE cache or using the IE Options to dump the
contents of the cache.

As always, I suggest limiting the IE cache to just 10MB, anything else is just wasting
space and a too large cache will slow browsing down, slow defragmenting down or performing
a full Check Disk.
