I just got an email returned from the Postmaster due to an incorrect
address. So, I went to the last email I received from that person, double
clicked on his new address, and then clicked Add to My Contacts button.

Then, I shut down Mail, reopened it, and tried to send an email to the new
address. But, the only one that shows up is the old address even though the
new address is the only one in the Address book. I deleted the old address
so why does it still show up when I try to email that person.

I guess what I am asking is where could that old address be stored?

It is stored in a key in the registry.
Unless you are familiar with editing the registry, I would
advise you to ignore the problem for now. Eventually
the bad address will drop off the remembered list.
If you are proficient with registry editing, the pertinent key is:
HKEY_CURRENT_USER\Software\Microsoft\Windows Mail\Recently Used Addresses
