Constant Windows Installer pop-up windows

Pop-ups are evil. Online or off.

I love Outlook 2003. It's fantastic. But for goodness'
sake, how can I prevent/alleviate/mitigate/stop/kill/end
the constant interruption of Windows Installer pop-up
windows and ensuing system hangs that repeatedly launch
(for no good reason)?

P.S. I'm more interested in solving the problem than
knowing about it, but if you do know of the "reasoning"
of why this happens, do tell... :)

Where are you seeing them/what are you doing at the time?

Is Outlook/Office fully installed (complete install, run all from
workstation)?
