Constant Reboot

I have a WinXP home computer that constantly reboots regardless of if I boot
in regular or safe mode. I ran the recovery console and ran a fix boot,
fixmbr , and a chkdsk /r commands without success. When booting in safemode
it gets to the IPVNMON.sys file and reboots. Can anyone help with this
problem?
