CONROL PANEL AND WINDOWS EXPLORER

EVERY TIME I TRY TO ACCESS THE CONTROL PANEL OR WIN EXPLORER, EITHER THEY
APPEAR AND THEN DISAPPEAR OR DON'T APPEAR AT ALL. ANY SUGGESTIONS?

Please,turn off your Caps lock button and stop writing in Capital Letters
because writing in Capitals is considered as shouting.

Try repair installation for your Windows version.
If you do no know how to do this,take your PC to a professional computer
store where IT specialist would help you.
