Connection wizard pops up when opening folders

The connection wizard keeps popping up (when I'm off line) every time I open folders on my pc--even folders I have created. I have tried to solve this problem in my internet options window under the connections tab. I have removed and readded the dial up network settings. This stopped the problem for a short time, but it started up again. In this same window, I have changed my settings to "Never dial a connection" which helped for a little while after I changed it back to either of the other choices (Always dial my default connection; and Dial whenever a network connection is not present).
I have windows 98 and IE6. It does seem that this problem started after upgrading to IE6, but I am not positive.
I have searched the microsoft website with no luck. Any other suggestions would be appreciated. Thanks.

Thanks for trying H Leboeuf, but this doesn't help me. To clarify my question, my computer does not attempt to connect to the internet when I start it up and I do not have problems when trying to connect. My problem only occurs when I am off line and do not wish to connect. Say, for example, I want to pull my resume out of the folder it is in. When I open the folder, the connection wizard window pops up. It does this for all of the folders (as far as I know) and sub folders in my system.

Please clarify exactly what you mean by "off line".
If you just mean disconnected that is not "off line"
and could explain some connection attempts.

To be "off line" you need to set Work Offline (e.g. Alt-F,W)
in either IE or OE.

To ensure that that is sufficient to stay "off line" there must
not be any processes active which could either turn off that
setting or ignore it.

Normally you would see a different prompt if something was trying
to drive a connection while you were in a Working Offline state.

Use either IE or OE to determine if the setting is being reset.
(Actually it is a flag value in the registry called GlobalUserOffline
so if it is being reset you could identify the process which was doing that
by using a freeware tool from SysInternals called RegMon.)
Use Task Manager to try to determine which process might be driving
such a prompt.

A common example of a process which could drive such a connection
prompt even while offline is OE. So make sure that OE is not open
while you are testing or if you do want it open make sure that it respects
the Work Offline setting. E.g. either uncheck
Check for new messages every ___ minute(s) (Alt-T,O,C)
or set
If my computer is not connected at this time
Do not connect (Alt-T,O,o,D)

Thanks for your help Robert. I copied your message and I'm going to see if I can follow your direction--some of it was a little confusing so I'll follow my copy step by step. Only one last thing, I don't know if you're under the impression that I have ie open, because I do not. My problem occurs without using ie or anything internet related. But assuming that you've understood that I will see how I can use your advice, and thanks for responding
