Dial Up Connection Box Problems

Help!

When I double click on IE6 it usually pops up my connection box to prompt
me to connect. Well I had to completely reload this 1 month old Dell XPS400
system due to negligence by Dell. Now my dial up box pops under and sits in
the task bar until I click it to bring it up. It seems to come up a split
second behind IE6 and pops under. It has never done this before. I have many
hours invested in trying to resolve this and no one so far says they have
ever heard of this including my ISP. I am on a dial up system running XP
Media Center Edition SP2. We tried the IE repair to no avail either. I am
stumped can you help?

BTW that article would be a heck of a lot easier to find
if the keyword tweakui was used in it instead of the harder to remember
and harder to find Tweak UI
