Connection to server has failed

Hello! I am unable to send or recieve e-mail through Windows Mail. I have a
yahoo account, and set it up according to the instructions they gave, but
everytime I try to send/recieve, it says the connection to the server has
failed. Does anyone have any idea why this may be?
This is the message it displays when I try to send/recieve mail:

The connection to the server has failed. Subject 'test', Account: 'Yahoo
Mail', Server: 'plus.smtp.mail.yahoo.com', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E
