When a laptop running windows XP home is connected to a wired network
by way of a WAP connected to a networked hub, and when the laptop is
using encryption as in wep, how can the wired network connect to it?

The laptop can see and connect to other machines on the network but
they cannot see it.

Wireless connections are no different than wired connections. As long
as both computers:

1) Connect to the same network hub
2) Use the same TCP/IP adresses (192.168.1.xxx & 192.168.1.yyy) and
same submet mask (255.255.255.0)
3) Are part of the same Windows Workgroup (home networking with either
Pro or Home) or part of the same Windows domain (if a Windows 2003
server.)
4) Configure the firewall software to allow local network
(192.168.1.0) to share files / printers.
5) Configure File sharing or printer sharing

Then both will see each other.

Wireless Security/Encryption works between the Wireless computer and the
Wireless part of a Wireless Router/Access Point.
Once the connection leaves the Access Point to the Network it is Not
encrypted any more and work normally as any other computer on the Network.

The laptop can see and connect to other machines on the network but
they cannot see it.

The wired and wifi networks will be on the same subnet, and all computers SHOULD
be able to see each other. Things like personal firewalls, and other security
programs, can cause problems, though.

You may be able to diagnose the problem, using logs from "browstat status",
"ipconfig /all", "net config server", and "net config workstation", from each
computer. Read this article, and linked articles, and follow instructions
precisely (download browstat!):
