computer won't restart without a 1 hour wait

I have a Sony laptop that's (almost) functioning perfectly. The problem
occurs anytime I cut off the computer, whether using "Shut Down" or "Restart"
I cannot turn the computer back on for about an hour. Any suggestions?

Not a problem with Xp. It seems to be some type of hardware problem.
Been experiencing something similar with my desktop. Turned out to be
a i|bad" add-on adapter.
