computer will not turn off using "start/turn off" sequence

this problem just started after installing the latest automatic update; using
the mentioned function the system restarts after displaying briefly a blue
screen, then after I see the window stating that the system has recovered
from a serious error...send report; don't send.
The only way to turn off the computer is with a "hot" shutdown using the
power button.
Any ideas?

Mark i did a system restore back to a date before my problem started but it
is still there. i did this as a normal system restore. should it make a
difference doing it in Safe Mode. i am getting to the point of trying
anything. I cant get hold of my tech he seems to be still on easter break
