Computer will not shut down

After I had a clean boot install of windows XP from windows ME it will not
shutdown. Windows shuts down but the computer does not.
I am not a computer expert just a beginner you might say. Do know something
about them. So I need help in dummy terms.
I had the clean boot install done by a professional. He has checked
everything and for some reason don't seem to know why it is doing this. I
have just now installed my printer, and some other software. That has not
been the problem. I also had the power hardware checked and was told it
checked out fine.
 
Usually a computer wont shutdown is thiers a hardware conflict.Try removing
all plug in cards,then add one at a time till the problem reapears.You might
also,clear the CMOS,remove the battery,put CMOS jumper pin from 1-2 to
the 2-3 position for 1 minute,then back to 1-2,replace battery,plug unit
back in
to electric outlet,start computer.Youll need to enter BIOS on restart,set
time
date,then exit page,load set-up defaults,or optimal settings,change for add
ins,
then save and exit BIOS.

This absolutely ridiculous advice. It is usually a program not shutting
down. Look in the event viewer before tearing apart your system as Andrew E
suggests.

Look in Control Panel > Power Options. If there is a Hibernate tab, stop.
Your computer should be shutting down automagically. See Mike's post for
info on troubleshooting shutdown problems.

If on the other hand, there is an APM tab: check the box on that page to
enable it. Try shutdown again. If it doesn't work on the first try, give it
one more try before starting shutdown troubleshooting.

If no APM tab, what shows for "Computer" in Device Manager? If Standard PC,
that would be the reason there is no automatic shutdown.
