Computer Settings reset each time at startup

The settings of my computer reset everytime I restart
it. For example, when I restart Quicklaunch is never
there and I'll have to reselect displaying it. Even then
the icons are not in the order I put them in before.
Also in internet explorer my toolbars are always reset
and I have to rearrange them (even though I always
select "Lock the Toolbars." Does anyone know how to fix
this???

look in the event viewer to see if there are any errors.
eventvwr.msc from the RUN box.

There are some warnings and errors in there but none
appear to be specific to this problem. What specifically

Anything about the profile being damaged?
Try creating a new user, and see if the problem occurs
there also,
