Computer Restarts when I turn off the power

I have seen this question posted on various areas, but have yet to find an answer I can deal with. Once I shut down windows and the PC says it's safe to turn off I click on my power button and the PC restarts

I have been told that you should hold the power button for 5 seconds. Is their a strategic fix for this either

1. Format the PC so it turns off automatically after shut down. My PC did this when Windows 98 was on it

2. Get it to turn off with one click on my power button
