Computer Not Responding at Startup

Everytime I boot up my computer I get the Yellow Shield with the Black
Exclamation Mark and it states that it has 0 % Downloading and does not
progress to say 1%, 2% etc.. Then it goes, away. After another boot up
the yellow shield comes up again, and it states that it has 0% Downloading,
then it goes away again. This process continues with every boot up.

The thing is that while the yellow shield is in the task bar, the computer
is not responsive when I click on an icon. After the shield goes away, then
the programs that I clicked on previously pop up.

Do you guys know what might be going on?

There may be something wrong about Windows Update. Do you have latest Windows
Updates? You can download them via http://windowsupdate.microsoft.com/

This is normal if you have windows defender installed.. it checks for
updates every time when you boot up your pc. Since the updates are not
always available, the "yellow shield" will disappear... Nothing to worry
about..
