Computer freezes

I installed Windows XP Professional and now when I try to install any program
my computer freezes up competely. I have to turn it off and back on before
anything will work. It only freezes once I click on the setup for the
program. This happens on any program that I try to install. Does anybody
know why this is happening or how to stop it? I'm to the point that I want to
format the whole drive but XP won't let me do that neither. I installed this
on a computer that came with Windows me, I didn't upgrade, I did a new
install.
