Whenever I access the help section in Windows or even
Windows Games, the modem starts dialing up to the
Internet. The help section does come up and I can go
through it, but why does the modem dial up?

The help section connects to MS and displays useful daily topics and such.
That's why it tries to connect. It also uses the online MS KB articles, so
it needs internet access.

I think one of the help section have some files online, so
it dial in. Turn off your dial up connection in IE under
Connectiont tab, and put it as "NEVER DIAL A CONNECTION"

Check the configuration in the options area of Help and Support, at
the top and on the right.

If your Help and Support icon is a question mark in a circle, then you
should not have to dial out for help. Otherwise, dialing out is normal
behavior for H & S.
