Computer Administrator has no permission.

Hi, all!
Hope someone can help me!
I am the only one using my laptop. I am a computer administrator. However I
cannot make any changes in System Configuration Utility. The message I get is:
"An Access Denied error was returned while attempting to change a service.
You may need to log on usng an Administrator accoun to make specified
changes."
Same happens in Safe Mode. Only one more account shows up ("Computer
Administrator") in addition to mine and THAT one doesn't have any authority
over computer either. My systray added a few icons which now I cannot get rid
of.
I would appreciate ANY help!
