File permission problem

I am receiving a "user does not have access privileges" message everytime I
try to access one of my files on my Vista computer. I copied the file over
from an older XP Pro computer to my new VISTA computer but for some reason,
one set of files in a folder cannot be opened due to file permission
problems. I cannot even delete the folder or files. I have taken ownership
of the files by assigning Everyone Access, Administrator access, but nothing
seems to work.

I even copied the file back to another computer with XP Pro on it, but have
the same problem. I tried booting in safe mode on the XP computer and
assigning Administrator access to no success. Windows Explorer allows me to
assign new User ownership to the file, however when I exit and try to open
the file, I get the same problem.

Any help and guidance is appreciated.

I did not realize it, but the "encrypt contents to secure file" button has a
faint checkmark in it under the General Properties/Advanced tab for the file.
This may be my problem. Is there a way to open these files?

You need to use Start -> Help and Support to read up on EFS, especially
the articles about exporting the EFS certificate so you can import to a
another host where you want to read those files.

I followed the advice and created (recovered) and imported the new
certificate. However, when I try to open the file I still get the "user does
not have access privileges" message. While I think the certificate will
allow me to open the encrypted file, I am still challenged with file
permissions. As I indicated in my earlier note, I was able to assign the
Administrator ownership to the file, but it still denies me access. Help is
appreciated.

I don't know if it's a similar problem that I had on a 2003 server. After
making administrator the owner I then right clicked a file and selected
Properties->Security->Advanced->Permissions and ticked "Inherit from
Parent". This gave my back access to the file.

When you took ownership, did you also change permissions on the file
(or if it was a folder then did you also elect to change permissions on
all child entries)? Did you deselect to inherit permissions from the
parent folder?

Where these files copied from anywhere under a %userprofile% path, like
for a user or the Administrator account, or from elsewhere on the
original host?

When changing permissions, make sure to use the Advanced panel and not
the overview panel.
