Change a service - access denied???

I am logged into administrator account and am trying to change the startup
programs using msconfig. When I select Apply I get the following error:

"an access denied error was returned while attempting to change a service.
You may need to log on using an Administror account to make the specified
changes."

On another computer this process works fine and I do not get this error.
Can figure out why I am unable to save changes even logged in as admin. Help?

I looked for the file sharing option and it appears that it is available for
XP Professional and I have Home edition. Any other thoughts?

I don't mean to hi-jack this thread but I am having the same problem with an
XP Home sp3 machine. In the KB article referenced in the previous post it
says "Windows XP Home Edition-based computers always have Simple File
Sharing enabled" so I don't know how this is gonna help either Shannon or
myself.

Even though I am logged on as an administrator I get the same error that
Shannon described.

I tried creating a new user with administrator privileges but it didn't
change anything. Is there any way to "reset" all of the ownership/access
permissions on an XP Home machine to a particular user? I know that on my
Vista machine I can take ownership of everything from the security tab of
the drive properties but I don't see anything like that for the XP Home
machine.

After looking at a couple other posts I think that it might be helpful to
give you a little background on the machine. It's probably 4 years old and
the motherboard was replaced about 18 months ago. When I look in control
panel at users it only lists my name [with administrator privileges] and
guest. I don't remember if the guys at CompUSA that replaced the mobo added
a new user with my name or just renamed the Admin user that existed when it
was bought. I have had a few occasions when editing the registry where I
had to change the permissions in order to delete a key. I suspect that
there are some inconsistencies in users and permissions based upon what user
the files were created under.

Just a hunch...
