Access denied error in msconfig

I attempted to do a clean boot using msconfig. I got an "access denied"
error message "while attempting to change a service", stating that I must be
logged on to an administrator account. My user account has administrative
privileges, but the same error comes up when I log on as administrator. I am
unable to fully uninstall a recently-installed program.
Running Windows XP Pro, SP 3.

I suspect the permissions are not set correctly for the service and/or
software settings in the registry. Will the program allow a repair install?
If so, it might fix the permissions problem. Check the web support page for
your program for registry permission errors and fixes.

I've also used a Microsoft tool call SubInACL to fix registry permission
problems.
