msconfig - access denied while logged on as an administrator

When I attempt to use a clean boot via msconfig while logged on as any
administrator account, I get this error when disabling services: " An access
denied error was returned while attempting to change a service. You may need
to log on as an administrator account to make the specified changes".

Does anyone know how to correct this? I have tried the hidden administrator
account as well as the other two user administrator accounts. The same error
occurs with all of them.

There's a good chance this is do to infection.
