after the first scan of Window Defender does it skip compressed files or
files that have not changed the next time it run the scan again? XP version
should have this features. it would probably improve the scanning

No, Windows Defender doesn't skip compressed files and it does not try to
only scan file that have changed since the previous scan.

The only truly reliable way to tell if a file has not changed since some
previous known time is to examine the contents of the file before and after
and ensure there isn't a change. Doing so would be as expensive (if not more
so) as scanning the file again, so that's not an option.

Anything else (for instance, examining time stamps) is susceptible to
spoofing and could be used by malicious software to evade detection, so it
would not be a good idea.
