what does it mean "windows can compact my mail?"

It means it will compress the index file for messages by taking
out the references to deleted messages. If you don't let it
do this, it will keep asking. If you let it compact the database,
it will shut up until you have closed the program a number of
times, usually the next 100 times.

It says it can compact the message store. That's the index that keeps track
of your messages. It does nothing to your messages.
