I have a motorola 5100 cable modem on an xp home edition system and when I
try to download files from the internet, my download speed is extremely low.
I've tried to tweak the bandwith but the speed barely gets any higher. Any
ideas on how to get this connection up to par?

Have you tried the BBR Tweak Test and Forum?
