cleanmgr.exe runs forever

My system has been running slow, so I am trying to clean
it up and defrag. I run cleanmgr.exe and it ran for 20+
hours before I stopped it. even after rebooting, I stop
all other applications, virus protection, etc and manually
deleted all temporary internet files and cookies and tried
again. Same problem. I let it run for several hours (20
or so). I select CANCEL and it continues to show as a
running process in TASK MANAGER. I can stop it there, but
same problem when I try again.
