clean install

i am trying to do a clean install of win xp and delete
the existing partition. when the setup screen comes to
the page where i can enter 'd' to delete the existing
partition, it gives me a message that says it can not
delete the partition. how do i reformat using setup?

the exact message is:

setup is unable to perform the requested operation on the
selected partition. this partition contains temporarty
setup files required to complete the installation. press
enter to continue

....and enter brings me back to the previous screen.
