CIW and Outlook Address Book

Has anybody found the resolution to the Outlook Address book not
showing up when new users log into outlook for the first where the
outlook settings have been pre-configured in a custom installation (MST
file) of Outlook? I've heard hints of roaming profiles being the
culprit, can anybody confirm?

Currently the only resolution is to add the OAB manually. The problem is that, for some reason, a profile created with a .prf file will contain the OAB only if the user is an administrator, which of course they won't be if you're using roaming profiles.
