CIW and HKCU registry keys

We have used ciw to create a .mst to cusomize our Office 2003 installation.
Most of the customizations are for Outlook profice and account settings
(pages 17-19 of CIW). After installing Office using the transform we run
Outlook for the first time, and accounts are not pre-configured. I can see
that there is a file custom11.prf in the c:\program files\microsoft office\
directory. If I search the registry for custom11.prf I find no registry keys.

Does anyone know what registry keys should be created when running the msi
w/ mst?

There should be an ImportPRF key pointing to the .prf file. The white paper "Configuring Outlook Profiles by Using a PRF File" at http://office.microsoft.com/search/redir.aspx?assetid=HA011403051033&QueryID=pHm7c_60I&respos=3 describes the prf processing mechanism in detail.

I have read that white paper, and was looking for the key. Unfortunately it
is not there. The key HKCU\Software\Microsoft\Office\11.0\Outlook exists, but
there is no Setup sub key. Any ideas on why this key would not be created?
