Custom11.prf not being imported at First Run of Outlook 2003.

I am trying to install Outlook 2003 using the Custom Installation Wizard and
having a big problem getting it to work correctly. I have configured it for
creating a New Profile and connecting to our new Exchange server. When I
install using the MST file, it runs fine and even copies the Custom11.prf
file to the C:\Program Files\Microsoft Office\ directory with no problems.
However, when any user runs Outlook, it asks them to configure Outlook from
scratch and doesn't use the Custom11.prf file. I have verified that the
Custom11.prf file works properly if the user double-clicks it, but I would
like it to be automatic when the user starts Outlook for the first time
without any other user interaction. I've noticed that the ImportPRF Registry
key is added in the HKEY_USERS\.DEFAULT\ area instead of the HKCU area. When
I manually enter the ImportPRF key into the HKCU area, it works great, but
the CIW won't add this entry into the HKCU when installing Outlook. I've
been reading similar stories all over the web, but no one seems to have a
distinct answer.

If anyone knows of what I might be doing wrong, please let me know how to
get this working as MSFT says it should. I would prefer not to use a batch
file or a script to kick off the Custom11.prf if at all possible. Plus,
there is the possibility that another user may use the same PC and it would
need to automatically setup for them as well.
