CiceroUIWframe hangs on shut down

CiceroUIWframe hangs on shutdown. I cannot find any reference to this file
on the microsoft website. I also did a search and cannot find "cicero" on
my computer.

My Outlook 2003 and is also acting-up. I don't know if the two are related.

I know of Cicero external hardware devices like modems/hub/usb devices. Did
you install new hardware recently?
 
No, no new hardware.

I did have one of my Raid 1 drives go out on me today. I don't know if it
was causing some kind of problem...I don't see how.

My modem is acting up and I am unable to recieve faxes via Winfax pro. It
just hangs the software.
Outlook works fine unless I close the program and try to open it again. If
I try it does nothing. I have to reboot to get it to work again. When it
does open it says that it has experience a major error (or something like
that) from various add-in programs such (as Norton antivirus 2006).
I have tried to dissable the add-ins but it doesn't seem to solve the problem.
I have also reinstalled winfax pro and outlook just in case either or both
programs were corrupted...but that didn't help. Thinking that it could be a
virus or spyware, I reinstalled Norton 2006 and spyware doctor and did
complete scans(with most recent updates).

I was thinking that it could be a bad modem. The devise manageer says it is
working fine but I cannot query it. In a panic, I ordered a new one and will
try it when it arrives.

I am totally puzzled by this CiceroUIWFrame error and don't know what else
to do. Please help.
