chkdsk /f won't run on bootup

I'm trying to defrag but can't because chkdsk is scheduled. When I try to
run chkdsk /f it says the file system is NTFS and cannot lock the drive, and
then asks me if I want to run it next time I boot. When I select 'Y' it
never runs. I am able to run chkdsk in read only mode and it does says there
are errors. I have tried running chkdsk from inside XP but each time it is
says it'll run on bootup and never does. Any ideas?

One option is to run the edit on Kelly's site, line 82, "Disable or
Enable Check Disk Upon Boot". The instructions for running the edit are
at the top of the page:

Another option is to run it from the recovery console. Set the BIOS to
boot from the CD first, then boot from the XP installation CD. Take the
first R which will get you into recovery console. When it asks for the
password it means the password on the hidden administrator account.
Unless you set one at the time you installed XP assume that password is
blank and hit enter. At the prompt type chkdsk /p.

Thanks Rock. Kelly's registry change had no impact either but I was
successful with the Recovery Console. Chkdsk and defrag are now complete.
