Changing Language from German to English

I have Windows XP SP1 in German running on my system which I want to change
to an English version. I understand from previous posts that you need to
re-install with a new copy of the software. My question is whether I can use
an SP2 upgrade copy and use my original OEM disc to validate that I have a
previous version, or must I pay extra for a full version.

You'll need to purchase a "Full Version" of the English version
of Windows XP.

Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you desire, reformat your drive and install it "clean".

Or if you have an available empty drive or partition, you can install
another "Full Version" of Windows XP in a different language version
and create a dual-boot configuration.

why must it be a full version though? in the past i've installed windows on a
formatted drive from upgrade disks using older oem disks to verify that i am
eligible to use the upgrade version. is there any difference between the
upgrade and full versions, or is this just an excuse to squeeze an extra $100
out of me.

But you can't upgrade across languages. I think the last
version of Windows that allowed you to do that was Win95 or
98 and when I tried it (upgrading from a Turkish version to
an English one) the result was such a mess that I ended up
doing a clean installation from scratch.
