Change Windows Explorer Default Folder Setting

When I open Windows Explorer it automatically takes me to the Start Menu
folder. How can I define a different folder for it do go to when I open up
Windows Explorer?

On a shortcut I have %SystemRoot%\explorer.exe /e, c:\the name of the folder
you want.
