Change to footnote numbering by section in existing document

I've created a document with multiple sections, as well as footnotes.
The footnotes are continuous, 1 through whatever, throughout the
document.

Now, I've thought better of this system and want to change the
footnotes to start at 1 with each section. Is it possible to do this
easily when the footnotes and their numbers already exist? (The Help
files tells you how to restart at 1 if you're inserting a footnote,
but not how to renumber existing footnotes, at least as far as I could
tell.)

You should be able to right click in a footnote and select Note Options.
Make your adjustment. And click Apply. Worked for me, but I would still
suggest browsing through your notes to make sure all went well.
