Change to Complex password requirements

If I create a domain policy enabling password complexity requirements, will
that force users to change their password if it does not meet those
requirements even if their password is set to "never expire"?

You'd have to set the requirements and then force a change in password so the requirements
would be then initiated. They would have to comply with the new standard.

A new standard for passwords is...
Minimum 10 Characters including...
2 - Upper Case
2 - Lower case
2 - Numbers
2 Special Characters

Thanks for your help - that is the answer I was hoping for. I have several
"software" administrative accounts I do not want to change.
